Soviet partisan activities centred on sabotaging economic targets and communications; engaging the Germans in combat; intelligence gatherings. Author Alexander Gogun in his book "Stalin's Commandos" alleges that the partisans overstated their effectiveness in their reports. Gogun says that the primary partisan targets in 1941–42 were not the German military but rather the local police, who were under German direction.
